Sub: Implementation of 11th Bipartite Settlement
At the outset we thank you for the quick steps taken in implementing the 11th Bipartite Settlement by paying the revised salary in December. We are sure that you are aware of certain issues that have come up while implementation. A common complaint is that the provisions relating to “readjustment and grant of Stagnation Increments” are not factored in, in the December salary. We appreciate that such errors could not be avoided while designing the package and adhering to the complex provisions. We are equally hopeful that the same is receiving your attention and concerns are addressed by corrective steps. We just want to draw your attention to this to keep in view the provisions relating to annual PL encashment, which may be given effect to, soon. While calculating the leave encashment (5/7days), stagnation increments entitled as of December as revised should also be taken into account. We hope that your office will ensure this, while considering the requests of employees for annual leave encashment applicable for the current calendar year.
