Dear Sir,
Sub: Total breakdown of IR machinery and utter disappointment
in functioning of HRM depptt of Zonal Office, Bihar
Though w e are very much conscious about our responsibility in order to avoid disturbing the
top leadership of the Bank at a time when the focus has been pointed upon growth, but
unfortunately, we are left with no option except to bring to your kind notice about the
prevailing unrest among the employees working i n the branches o f our bank i n the state of
Bihar. A s all our persuasive and peaceful efforts i n the last several months with particularly
Zonal Head o f Patna has failed i n addressing the concerns of employees and on the
contrary, i t i s being observed that the ZM,Patna has also positioned himself against the
workmen and the unions i n an open and daring attitude. W e strongly apprehend that h e is
acting under the dictate/ influence of some leaders o f a n officers’ association with some
ulterior motive and ill design. As a last measure, with the intervention of Federation we
impressed upon the Z M for doing justice t o certain long pending grievances of our members
through a G R Meeting held on 10th July, 2025. We left the meeting with a hope that several
issues on which the ZM had agreed/ assured, a time bound resolution would b e fully acted
upon. But much t o our disappointment despite passage of more than 4 months, both the
ZM and HRM, ZO Patna have not shown any interest t o act upon the understandings.
What is more, rather, ZM has attempted to start vindictive treatment to the employees
which to some extent was mitigated through the intervention of HO HRM.
Adding salt to the injury, ZM of Patna and ZM of Begusarai have made themselves
inaccessible and not even picking our phone calls. We are further disturbed b y the reports
flowing from feelers given b y ZM t o certain quarters that ZO has planned t o undertake a
big exercise o f transfer of clerical staff under the guise of Redeployment designing his own
rules. Thus, our several attempts to reach out the ZM in the absence o f inaction from HRM,
having failed, we are under compulsion t o confront the situation either through
organisational means or through seeking meaningful steps from Head Office level and
hence this letter.
You will understand and appreciate our anguish and anxiety over the unrest prevailing
among the employees due to unfriendly i f not hostile approach of the Z M from the under
mentioned issues concerning our members.
Not a single issue discussed & agreed in GR Meeting has seen the light o f the day

- Request for transfers are not being forwarded by Z.M Begusarai & Bhagalpr and despite
our repeated representations the ZMs are advising the Branch Heads not t o act timely o n
such requests. Thus, transter policy is threatened with violation prompted b y the custodians
themselves. - Already many employees transferred under requests are not relieved for years together.
- Similar is the fate o f employees selected for Functional allowance posts.
- Despite agreeing i n GR. Meeting notification o f functional allowance bearing posts
are not seeing the light o f the day. - Most of the actions or inactions of Z M are much i n violation of Promotion Policy
Agreement, and Bipartite Settlement.
7 . Despite intervention of RC more than once, daily wagers are not being paid legitimate
wages & Bonus. Their wages for holidays & Sundays are also not paid.
More than the issues, we are deeply concerned over the undesirable behaviour, attitude
and approach of the Zonal Management. Their total reluctance to respect the unions,
meet the representatives and treat the employees with care and concern is compelling us
to give appropriate organisational response. But as a responsible majority and recognised
workman union namely ALL INDIA UCO BANK EMPLOYEES FEDERATION, we feel i t necessary
t o draw your attention with a hope that your goodself will unleash steps necessary t o restore
healthy IR Climate in the state.
