AIUCBEF Holds State-Level Grievance Redressal Meeting in Jharkhand

The All India UCO Bank Employees’ Federation (AIUCBEF) successfully conducted the State-Level Grievance Redressal Meeting for Jharkhand on 22nd July 2026 at Ranchi. The meeting was chaired by the newly appointed Zonal Head, Shri Saurabh Srivastava, and covered a wide range of employee grievances and operational issues. The Federation also held an organisational meeting and conducted branch visits in the following days.

Key highlights:
– The meeting addressed pending transfer cases, officiating allowance issues, faulty note-counting machines, CCTV arrangements, seating, power backup, Project Area Allowance, staff quarter renovations, and late sitting.
– Management gave positive assurances on most issues and committed to early resolution within administrative norms.
– The Federation reiterated its demand for larger recruitment, equitable distribution of new recruits, and more frequent inter-state transfer exercises.
– An organisational meeting at Hinoo Branch and visits to Petarwar, Jainamore, Chas, and Bokaro Steel City Branches followed the GR meeting.
– The meeting was conducted in a cordial and constructive atmosphere, with appreciation for the empathetic approach of the new Zonal Management.

Sub: STATE LEVEL GR MEETING AT JHARKHAND

Dear Comrades,

We are pleased to inform all our members that the State-Level Grievance Redressal (GR) Meeting for the State of Jharkhand was successfully held on 22nd July 2026 at Ranchi.

The meeting was chaired by Shri Saurabh Srivastava, Assistant General Manager & Zonal Head, who has recently assumed charge of the Ranchi Zone.

Management’s Vision for Ranchi Zone

In his inaugural address, Shri Saurabh Srivastava welcomed the participants and shared his vision for the Ranchi Zone, which presently comprises 83 branches with a business portfolio of nearly ₹ 8,000 crore.

He expressed his determination to transform the Zone into one of the Bank’s stronger performing Zones through collective effort and effective teamwork. While appreciating the satisfactory CASA performance, he observed that growth in advances remains the primary area requiring focused attention.

Shri Ashish Sharma, Chief Manager & Deputy Zonal Head, also addressed the meeting and highlighted the indispensable role of the clerical cadre as the frontline workforce of the Bank. He emphasised that the active involvement and commitment of award staff are essential for strengthening customer service and driving business growth.

Federation Reiterates Commitment to Bank’s Growth

Responding to the management’s address, Com. Partha Chanda, General Secretary, AIUCBEF, reaffirmed the Federation’s unwavering commitment towards the growth, stability and long-term progress of UCO Bank.

He stressed that sustained business growth can be achieved only through close coordination, mutual respect and teamwork between Officers and Award Staff at every branch.

He reminded the management that after every State-Level GR Meeting during the past two years, the Federation has consistently appealed to its members to actively contribute towards the Bank’s business development by:
– Extending wholehearted cooperation in business mobilisation drives. – Providing complaint-free and customer-friendly service.
– Mobilising CASA deposits through friends, relatives and acquaintances. – Promoting the Bank’s products among customers.
– Bringing new customers to the Bank through personal initiatives.

He informed the management that these constructive appeals have been sincerely implemented by members across the country and have received appreciation from the Bank’s top management for producing encouraging business results.

He also requested the management to arrange structured training programmes on the Bank’s latest products and services so that employees can confidently market them and serve customers more effectively.

Discussion on Agenda Items

The meeting thereafter proceeded to discuss the agenda items in detail.

Transfer Requests
All pending individual transfer cases were reviewed comprehensively. – Some of the transfer requests have already been resolved.
– A number of cases were assured of early consideration subject to availability of suitable replacements.
– Various practical alternatives were jointly explored to facilitate the release of pending transfer cases at the earliest.

Other Important Issues Discussed
Apart from transfer-related matters, several operational and staff welfare issues were taken up, including:
– Non-payment of officiating allowance and officiating arrears. – Delay in proper cessation of Finacle powers after implementation. – Faulty note-counting machines.
– Inadequate HD CCTV arrangements at cash counters.
– Improper seating arrangements in branches.
– Frequent power failures and lack of adequate generator/battery backup affecting customer service.
– Denial of officiating allowances for ABH on trivial grounds. – Non-payment of Project Area Allowance to employees posted at Tupudana Branch. – Delay in renovation of staff quarters.
– Late sitting beyond working hours.
– Various other branch-level operational issues affecting employees and customer service.

The Zonal Management patiently heard every issue and assured sincere efforts towards their early resolution within administrative norms.

Overall Assessment

It was observed that, except for transfer and relieving-related matters, Jharkhand presently has few major unresolved employee grievances.

The Federation once again highlighted the continuing difficulties arising from the recruitment pattern in the Jharkhand-Bihar region. After completing their mandatory service period, many employees understandably seek transfer to their home States.

The Federation has been consistently pursuing these cases with the management. Earlier, inter-State transfer exercises were undertaken once every year; now they are being conducted twice annually, enabling a significantly larger number of employees to return to their home States.

The Federation reiterated that it will continue pursuing these cases vigorously while simultaneously demanding:
– Larger recruitment in the Bank.
– Equitable distribution of newly recruited employees across Zones. – Timely implementation of pending request transfers.

A Cordial and Constructive Meeting

The entire meeting was conducted in an atmosphere of mutual trust, openness and constructive dialogue.

We place on record our sincere appreciation for the positive, patient and employee-friendly approach adopted by Shri Saurabh Srivastava, Assistant General Manager & Zonal Head, Shri Ashish Sharma and the entire Zonal Management team for listening to the genuine concerns of employees with empathy and responding positively within practical administrative constraints.

The Federation also congratulates the leadership of JSUCBEU for their persistent efforts in pursuing the grievances of employees and ensuring the successful conduct of the State-Level GR Meeting.

Organisational Meeting

As per the long-standing tradition of our Federation, an
organisational meeting of members was also held at Hinoo Branch following the GR Meeting.

The meeting briefed members on:
– The outcome of the State-Level GR Meeting.
– Important developments in UCO Bank.
– Industry-level issues.
– Organisational matters and future programmes.

Despite heavy rainfall and the fact that it was a working day, around 30 comrades participated enthusiastically. The meeting continued for nearly one and a half hours, reflecting the members’ commitment towards the organisation.

After presenting the GR Meeting report, Com. O. P. Verma, General Secretary, JSUCBEU, invited members to freely raise questions and interact with the leadership.

A large number of young comrades actively participated, raising thoughtful questions on a wide range of organisational and
service-related issues. Their enthusiasm, curiosity and commitment were truly encouraging.

Responding to every query in detail, Com. Partha Chanda, General Secretary, AIUCBEF, explained the rich history and glorious legacy of AIBEA, the ongoing 13th Bipartite Settlement, recruitment issues, staff indents, transfer policies, differences between Officers’ and Award Staff transfer policies, and several other important subjects affecting employees.

He also cautioned members against the continuing policy of merger, privatisation and foreignisation of Public Sector Banks. Emphasising the need to build a stronger organisation, he urged especially the younger generation to actively participate in union activities, strengthen organisational knowledge and maintain continuous
interaction with fellow comrades.

Organisational Visits

On 23rd July 2026, the Federation leaders, along with the leadership of JSUCBEU, continued their organisational campaign by visiting Petarwar, Jainamore, Chas and Bokaro Steel City Branches.

The branch visits provided an opportunity to interact directly with employees, discuss organisational issues, understand local concerns and further strengthen the Federation at the grassroots level. Federation advised Jharkhand unit leadership to undertake more and more organisational visits to create awareness among members and other employees about the present designs of the Govt and need for employees to unify and solidify AIBEA who can fight and restore justice in bank.

Let us remain united, strengthen our organisation, and continue our collective efforts for a stronger Federation, a stronger workforce and a stronger UCO Bank.
