Sub: FOLLOWING UP OF ISSUES WITH ZONAL OFFICES AFTER APEX LEVEL GR MEETING
WHICH WAS HELD ON 03RD JULY 2025
Further to discussions we had in the GR Meeting held on 3rd July, we would like to impress upon
you the need for your follow up steps with Zonal Offices in order to ensure that complaints on
functioning of HRM at Zonal level are addressed and minimised.
1. Adhering to provisions of Promotion Policy Agreement by notifying the vacant posts of
special pay posts without any delay. And work out strategy to relieve all those selected to
various functional Allowance posts where relieving is not done even after lapse of 90 days
from the date of communicating the selection.
2. Adhering to time line prescribed by the HO in respect of Compassionate Appointments so
that deserving families of the deceased receive timely support and help.
3. Graduation increments due to recent batch of IBPS candidates are granted without any
delay. The release of this increment should not be kept dependant on individual applications.
It should be paid with salary from the first month as because Graduation is the minimum eligibility criteria for a CSA appointment through IBPS.
4. Advisory required to be issued from HRM to ensure timely disposal of claims relating to TA
Bills, Encashment of PL (both LFC and on superannuation), Diem allowance as entitled by
Bipartite settlement, LFC, Staff loans, etc grant of annual increments.
5. Timely forwarding(approval) of Transfer requests to Competent Authority.
6. Zonal Offices to take stock of the situation in respect of those who are yet to be relieved (on
request transfers & on selection to functional Allowance posts and keep HO appraised of the
same. The process may be initiated now and compiled and sent to HRM, HO before sending
the indent to IBPS. Thereby HO HRM can assess the vacancies state wise consequent upon
relieving the transferees and those selected for special allowance posts.
7. Advisory is required for timely convening of Zonal level GR meetings and Time bound action
on decisions taken on issues dealt in GR meetings.
8. Timely Rectification of violations in PPA and Request Transfers.
9. Payment of over time to employees worked (working) on holidays as instructed by bank
and as per Bipartite provisions.
10. Payment of diem allowance as per 12th Bipartite Settlement- upon deputation in the same
centre but beyond 20 KM’s and cash remittance/ withdrawal beyond municipal limit.
We also hope that HO HRM would take necessary steps on the under mentioned issues at the
earliest keeping in view the spirit of the discussions held in the GR Meeting.
1. Convening of Policy Committee meeting to discuss
– Manpower requirements
– BH / ABH officiating related
– Transfer & Deployment policy
– Strategy on pending Relieving cases
– Petrol Reimbursement Scheme
– HRMS related issues
– Fitment of Ex-servicemen employees
2. Interstate transfer requests up to 2022 batch including those omitted in the earlier batches.
3. Revision in quantum of Closing Allowance
4. Introduction of Petrol Reimbursement scheme for workman staff.
